Can a guy like still you after a very long time?

There is a guy I have known since I was like 3 years old. He is basically my best friend. When we were about 5 or so he and I liked each other. But we were just little kids. Then one day I moved away to the middle east.We didn't see each other much anymore. Also we kinda " forgot " about how we liked each other. But technically we never broke up because I just moved away. Now we live in the same place and everything is coming back to us. And we are teens. We only started talking about the relationship once he got a girlfriend who (he is not into very much because she is annoying he claims). But there is this really weird feeling I get that he likes me. Because he likes to hag out with me more than is girlfriend. He is always teasing me about this guy I like. And trying to scare me by trying to mess it all up by like telling him stuff. We both said we are done and that we don't like each other anymore. I mean I'm 98.9% sure I don't like him I think... Does he STILL like me though?
