Smoking on school grounds?

I volunteer at my children's school. I always see another parent in front of the school smoking. Usually I just ignore her but the other day the doors were open and the smoke was coming into the school hallway. I walked up to her and explained saying 'could you put your cigarette out? the doors are open.' She became very rude saying she could smoke anywhere outside the school that she pleased. The school has signs all over it saying NO SMOKING. I'm pretty sure the law is no smoking at all on any school property. The next day she was in front of the school again puffing away smiling at me. By the time the princiapl came outside she was already gone. I would really like to get that old hag in trouble! Would the police think it's silly if I called them on a smoker? could I find out her name and go to the school board?
