Why do foreigners hag in indian street shops?

I am doing research project on haggling in the streets of Delhi. my basic questions are: how do foreigners hag in india? why do they do it and how do they manage to negotiate with the shop owners? do they have any basic idea about haggling and how much are they successful in doing so?
